Secondary Towns Urban Development Project

The “Secondary Towns Urban Development Project” was implemented in the four largest secondary towns in Laos: Luang Prabang, Thakhek, Savannakhet and Pakse from 1998 to 2003.

The objectives of the Project were to:
1. improve the urban environment through appropriate urban infrastructure development and the effective and sustainable management of urban services,
2. further human development through environmental improvements, and
3. support economic growth through the development and management of sustainable and well planned infrastructure development and urban services

The Project was to bring about direct benefits in terms of improved solid waste management and to a total population of 290.000 (48.000 households) projected in the year 2010, of whom about 230.000 people (38.000 households) will also benefit from improved septage (septicaemia? or sanitation?) management. Road upgrading, improved flood protection, and drainage were estimated to benefit some 145.000 people. It will improve the urban environment, contribute to greater human development, and support economic activity. To help low income groups access the Project, a small- scale loan facility will be made available. The Community Awareness and Environmental Program will also bring about greater community participation, thus instilling a sense of ownership of the Project investments. New sanitation regulations will be introduced and adopted in each of the Project towns to improve environmental sanitation conditions. The Project will also initiate sector reform to introduce the concept of local government to address local problems, and will promote sustainability through greater mobilization of local resources. The Project was to include legislative and institutional reform to enable the establishment of Urban Development Administrative Authorities in the Project towns, designed to serve as local government administrations. Greater mobilization of local resources will be achieved through the introduction of realistic user charges, which will bring about improved levels of cost recovery and, thus, sustainable urban services.
