Urban Flood Disaster Management vs. Vientiane City Development and Transfomation, Lao PDR

Vientiane City is as many Cities in Asia, the City has been growing and expanding rapidly due to economic development. The developement and transforming of the city is affected to urban disaster occuring, the most serious disaster in Vientiane City is urban flood and fire. Vientiane geography is like a cooking pan and 30 percents of land are wetland. The Master Plan in 1989 mentioned clearly on preservation wetlands area inorder to collect rain and waste water before discharge to Mekong River. Due to economic growth more people migrate to Vientiane looking for better job, business, education and services. The encroachment of residential, industrial, services, commercial to wetlands are risked to flood disater since those activities fill up all wetlands for construction building, commercial center, house and others. Most of drainage were blocked by garbage and people contructed their building cover to drainage. There is no building code available for construction but it has building regulation issued in 1989 and 2000 which cover only building less than 7 floors. Since the building regulation is not enforced by residents and developers, therefore most of wetland were fill by development projects and building. At the present, there are various number of development projects going on in Vientiane Ciy namely ASEAM guest House, World trade center, Chao Anouvong Park and others. While these projects fill existing wetland for the new building construction, it is effected to stagnant water, blocked drainage and flood in lower area. Annual urban flood/ stangnant water are widely occured and effected to large area of residentials, infrastructure, offices, commercials, temples and others. Every year people complained on urban flood effect even through Government try to solve problems but it still can not succeed. A new Vientiane City Master Plan in 2011 cover large area of the City and cover to land use planning, infrastructure planing, City development and building regulation. It is expected that in the future Vientiane City will safe from flood.
