Moving back from the edge - Changing the status quo for the most vulnerable and excluded in international climate action

This report was written to catalyse change across the climate adaptation, disaster risk management, and humanitarian sectors to focus on the most vulnerable and excluded, who are least responsible, but most affected by the climate crisis. As such, the report aims to demonstrate examples of climate action in highly shock-prone and fragile contexts, and to make the case for more deliberate and effective allocations of climate finance in these contexts.
With this purpose, the report set out to:
- Use case studies to showcase viable solutions for climate action in the most vulnerable and excluded communities, across the nexus between humanitarian, development and climate financing.
- Propose ways for accelerating and scaling solutions for climate action in the most vulnerable and excluded communities in a coordinated and common manner across the nexus and different organizations.
- Identify enabling conditions which are necessary to accelerate and scale up climate action for the most marginalized and excluded communities on the frontlines of the climate crisis.
